Report of the Haryana Second Backward Classes Commission
हरियाणा द्वितीय पिछड़ा वर्ग आयोग की रिपोर्ट, 1995
The report that recommended 27% reservation for Backward Classes in Haryana, and proposed splitting them into two blocks — the structure Haryana still uses today as BC-A and BC-B. Prof. Parmanand ‘Adhir’ served on this Commission. The full 139-page document is published here for the first time.

Why this document matters
A report that shaped Haryana — and then went missing
एक रिपोर्ट जो हरियाणा की नीति बनी, फिर गायब हो गई
In the years after the Mandal Commission, every Indian state was asked to work out who its own Backward Classes were. Haryana set up its Second Backward Classes Commission to answer that question. The Commission toured the districts, published notices in the newspapers, invited written representations from the public, and heard people in person. Its findings ran to 139 pages.
What it concluded was consequential. The Commission found that the official Backward Classes population figure Haryana was working with — 15.04% — was too low, and put the real figure at more than 19%. It recommended adding four more communities, and raising reservation in jobs, services and educational admissions to 27%.
Most consequentially of all, it recommended that this 27% be split into two protected blocks so that the newly added communities would not crowd out the ones already on the list. That two-block idea is the direct ancestor of the BC-A and BC-B categories on every Haryana government form today.
Criteria for a person to belong to Backward Caste is his caste and not religion.
Chapter IV — Recommendations
Despite all this, the report has never been available online. No government portal hosts it; no library has digitised it. This page publishes the complete scanned document, held in the personal papers of Prof. Parmanand ‘Adhir’, so that researchers, students, journalists and the communities it concerns can read it in full and judge it for themselves.

The Commission also recommended that the 27% be earmarked in two separate blocks, so that the communities already recognised and the newly added ones would each have protected shares:
